Union Budget focuses on border road networks with China, Pak

NEW DELHI, Feb 28: NDA government has in its infrastructure development initiatives focused on connecting with all weather roads along borders with nearly 100 per cent increase in allocation for construction of roads along Sino-India and Indo-Pak boundaries.

Keeping in mind the facilitation of troops along the 4,056-km Sino-India border stretching from 'Karakoram point' of Ladakh region in Jammu and Kashmir to 'Fish Tail' in Arunachal Pradesh, the Government has earmarked Rs 300 crore in 2015-16 budget, a figure which is almost double of allocation during the last fiscal when it stood at Rs 156.47 crore.

The infrastructure facilities along this border were needed as Indian troops - the Indo-Tibetan Border Police and the Army - have been facing severe restrictions in their movement whereas Chinese People's Liberation Army could reach the last post easily because of good metallic roads.

Similarly, the Government has increased the budgetary provision of construction of roads along the 1,751-km border from Rs 50 lakh in the revised budget of the last fiscal to Rs 300 crore in 2015-16.

The government had made a Rs 500-crore proposal in the last budget but ended up utilising only Rs 50 lakh.

A near 100 per cent increase has also been earmarked for construction of roads along the 3,323 Km Indo-Pak border which stretches from Jammu and Kashmir to Gujarat.

Roads along the Indo-Bhutan's 699 Kms will also be getting attention in this year's budget with Government earmarking Rs 50 crore for it. In the last fiscal, the Government had spent a mere Rs 1 lakh on the roads along this border.

Rs 20 crore have been earmarked for construction of roads and other infrastructure along the 1,643 Kms long Indo-Myanmar border. In the last fiscal Rs 11.12 crore were spent on this.  PTI

Small tea growers flay CM’s subsidy scheme

Correspondent

ITANAGAR, Feb 28: Expressing their strong discontent with the way the Chief Minister’s Plantation Crop Mission’ scheme is being implemented, the tea farmers of East Siang district, including the members of Small Tea Growers’ Association of Siang basin, alleged that the scheme has totally failed to fulfil the needs and aspiration of the farmers.

They alleged that the scheme is benefitting some unscrupulous businessmen/contract suppliers only.

The small tea growers of the district are unhappy to know that many actual and needy farmers have been deprived from the benefit of the scheme. They allege that the district level selection committee does not select the beneficiaries on need base, verifying the plantation activities and availability of land thereby discouraging the progressive farmers.

Sources informed that the State Directorate of Trade & Commerce, the nodal department during November last year had supplied tea saplings for 22 tea farmers in East Siang district; but the  saplings (of 3-4-month old) were found immature whilst most of these saplings were damaged during transportation.

Moreover, the supplied saplings were handed over to the District Agriculture department for storage in its office premise where there were no any facilities to keep the young tea plants.

It further alleged that the District Agriculture department is not monitoring the tea plantation activities for which the new planters are facing problems in plantation and gardening processes.

The tea farmers of the district have demanded the authority to include cash component in the scheme to enable them to purchase quality tea sapling from the nurseries recommended by Tea Research Association (TRA). The tea growers association also demanded the nodal department to take scheme for establishment of commercial tea nursery in the district for the farmers’ convenience. The 'Chief Minister Plantation Crop Mission' scheme was launched in the state in order to give financial assistance to the horticulturists, who are involved in rubber and tea plantation activity. The scheme is initially covering six Upper-Arunachal districts, including East Siang, Lohit, Lower Dibang Valley, Tirap, Changlang and Longding besides West Siang, East Kameng and Papum Pare. Selection of beneficiary in this scheme is done by a Selection Committee headed by concerned Deputy Commissioner as Chairman, District Agriculture Officer and District Horticulture Officer as Members.

An amount of Rs 2 crore was earmarked by the state government for financial year 2013-14. As per provision in the scheme, there is financial assistance of Rs 1lakh for ‘Tea cultivation’ per family for 1 hectare, while the amount is only Rs 80,000 per hectare for Rubber planters.  Target allotted in the district for the last year was 27 units for Rubber and 21 units for tea.

Students saddened by non-responsive attitude of tourism department

ITANAGAR, Feb 28: Arunachal Students Union of Mumbai (ASUM) has expressed its strong feelings of sadness and disappointment over the non-responsive attitude of the state tourism department and the way the websites of the department are being managed.

“When contacted, there was no response from the department concerned nor did the telephone numbers given in the three official websites of the department work, alleged ASUM in a release.

The students union in a release informed that the vice principal of Wilson College had requested it to set up a stall of Arunachal Pradesh during an event of the college themed, “Ek Rang-Bridging Cultures". The Union responding to his request decided to contact Arunachal tourism department to set up the stall.  But to our utter surprise, we didn't get any response from the department despite repeated attempts, rued ASUM.

We, however, decided to do it on our own without any support from our government, ASUM said.

It further informed that exhibition stalls along with food stall of 14 different states were set up by the students of respective states with the help of their respective state government and tourism department.

The sad part is every other state had full support from their state government even if they had no or very little opportunity for tourism in their state, and on the other hand our state has ample opportunity for tourism and it was a very good platform to promote our rich cultural diversity and tourism attractions in the economy capital of India.

“How will our state benefit from the tourism industry if the department concerned is so negligent and carefree,” wondered ASUM.

Remove the lacuna in Statehood Act : PPA

ITANAGAR, Feb 28: The Peoples' Party of Arunachal (PPA) said that the present sorry status of the state could be linked with the defective Statehood Act of 1987 which has ‘wrongfully’ placed Arunachal under Article 371- H instead of granting the state Article 371-A status which Constitutionally could give ownership rights to the people of the state over its natural resources- land, water and forest.

This lacuna in the Statehood Act 1987 has made the state virtually dependent on Center, said PPA in its memorandum to Governor of Arunachal Pradesh.

“The decades old dependency syndrome of the state on central grants coupled with unchecked misappropriation of funds by the ruling political elites, have shaken the confidence and good will of the public over the misgovernance of the present government. The state is in a state of fiscal mess and many of the central sponsored schemes like PMG5Y has been hampered for non-payment of contractors for over 7 to 8 months leading to lawlessness in the state in the form of series of bank robberies, the party claimed.

The party said that controversial issues like Airport at Hollongi, and Chakma issues need to be discussed and debated involving all political parties, students' organization, intellectual bodies and other civil societies, whereas the people at large are wondering what the stand of the government on these issues are.

There are more burning issues like the immediate threat to the demographic composition of the indigenous tribal people because of the reckless signing of MoA's/ MoU's on hydro power projects in the state, said that party.

“To talk of resettling 145 Chakma families from Hollongi to a nearby area against the Hollongi Airport project will be a Himalayan blunder. The plan to resettle the Chakma families will amount to recognizing them as bonafied native citizen of the state. This step can bring doom to the social fabric of the state in future,” it said.

The party urged the Governor to intervene and initiate appropriate steps considering the extremely poor financial status of the state to contain the situation from deteriorating further.
